If the letter is written and contains information that is factually both false and injurious, that is considered defamation, and is a civil tort. The amount you could recover depends on your damages resulting from it.My old landlord gave my new landlord a letter stating false information. Is that legal? It was never requested?
Well, it's defamation for starters. See http://en.wikipedia.org/wiki/Libel for an overview of the way you might caluculate civil dmgs in your case.
