If someone sends false information in the mail, is that considered mail fraud?

Say I am junking my car and a company sends me a guaranteed quote by mail for no less than $550. Then, when it comes to executing the deal, the company reneges on the deal, retracting their quote because they feel they have made a mistake and it's too much money. Would that be considered mail fraud?If someone sends false information in the mail, is that considered mail fraud?
No. Business transactions are civil matters, not criminal. You would have to contact an attorney or file a suit in small claims court--if you have a case at all. No. It's just bad business. Scammers do it all the time.
