He'd better check with the American Embassy as to whether he requires a visa. Only people with clean records are allowed to enter the USA under the Visa Waiver Program. Might be, moral turpitude is ';conduct that is considered contrary to community standards of justice, honesty or good morals.'; Bomb hoaxes would fall in to the categories of justice and honesty. It also in my opinion shows a decided lack of common sense.
It shows a lack of judgment and thus lower moral standards. The good news is that it was 16 years ago. If your record is clean since then, you may be able to get the record expunged. Even if unable to get it expunged, you can plead stupidity then and show that you have changed and are now trustworthy.
